None of those picks are Off-META. They are all troll picks. An Off-META pick is a champion that belongs in a particular lane/role but is less effective than the most powerful champions (for example top Malphite when compared to top Darius or top Fiora). A troll pick is a champion that is being played in a lane/role that is not intended for them (for example all of those picks that you mentioned in your post). Stop conflating Off-META with troll picks. They are two different things.
I can confirm Garen support works perfectly fine in ranked, at least into gold ELOs. It is so random and trolly that the other team typically thinks they are about to get freelo, up until they get dunked a few times. Works best against mage supports; they just waste mana trying to poke you down, and get dunked by QER.
The others tend to be a good deal less effective. Fizz support is a farce, for example.
I've seen quite a few Yas jungles in ranked and they do decently, The thing that makes it good is that fact that he can clear raptors and krugs easily.
