My opinion is that it should simply have a lot less ap but more hp or hybrid stats like item 3170. Giving it mana would just encourage it's current abusers like Cassiopeia Viktor Brand etc..

Agree wholeheartedly. Needs lower AP, a bit weaker slow and maybe more HP

Its frustration comes from high damage tied to strong slows, which shouldn't have been a thing to begin with. Hell, Rylais is the reason Azir got gutted

Lowering AP and replacing it with HP won't really discourage current abusers, unless it gets to silly low values like 20-40. After core high-damage AP items, they don't have anything to build anyway.

At least they would have to build some damage first and hybrid stats instead of hp it's still an option.

Rylais should be a conscious choice/option. Riot doesn't want mages to stop building it but give something up in return. 60-70 Ap with 500+ Hp seems like the way to go

But it's still not a 'conscious choice' with those stats.

If I'm squishy mage, building item 3165 item 3020 item 3089 item 3135 item 3285, and don't desperately need item 3157, 60 AP 500 HP Rylai's is still best stuff I can go for. I might build it later on, but that's all.

There will never really be conscious choice in building Rylai's as long as there are so few high-damage AP options.
