Is she even viable anymore? Her kit is definitely meant for roaming/ganking, but I've had trouble just surviving the jungle, let alone with enough health to gank... am I doing something wrong?
I've been following a guide that has me going something like 13/0/17, I feel like I could probably survive if I runed and masteried for tankiness, but then I wouldn't have any gank potential, right?

It gets better after upgrading machete. Also the better you are at kiting the monsters to abuse leash ranges the less damage you take. Personally I find it acceptable to need a few red pots if it means being able to clear fast enough to get in a decent number of ganks before the out come of the game is largely decided.
Her problem as far as viability goes is her survival mechanism (shield from R) only scales with Armour/MR, and Riot has repeatedly nerfed her burst so that she is more of a DPS champion than a burst assassin.
It's too bad that the perma stelth hides the dancing Eve in a tight black sneak suit.
13/0/17 is not good. You need to go 2 points into defense for damage reduction from monsters.
