Shield counterplay

There should be a way to play against shields without making them completely useless. Healing serves the same purpose, but can be lessened by grievous wounds. Perhaps there should be an item that addresses that. It could have a mix of stats like Gunblade maybe so that it could be accessible for more champions or you could make it an effect like grievous wounds that could be put on multiple items. What I'm imaging is an item that converts a percentage of your damage into "direct damage". In the same way that "true damage" ignores armor and magic resist, "direct damage" would ignore the shield and deal directly to the health bar underneath it. This wouldn't necessarily lower the effectiveness of shields as a whole, but would lessen the amount of times someone would escape with a sliver of health and 2000 HP in shields. This comes from frustration in dealing with not only Janna/Lulu, but also things like Ryze E-W shield + Seraphs. Thoughts on this idea or just shields in general?

Instead of thinking about adding an item to counter shields over and over, either directly nerf shields, or make them decreasing over time (this mechanic already exists in game TahmKench grey health bar). Because brainlessly clicking on someone and giving him 1/3, or even 2/3 of his hp isn't mechanically difficult, while being broken.

Maybe they should simply make all shields work like Morgana shields.

Not so much in the Spell Immunity aspect, but the fact that it ONLY shields against Magic Damage. They should make it so that certain shields only negate Physical, and others only negate Magic. That would allow for a lot more skill expression in teamcomps at least.
