What you are looking for it's not a champ to master but a broken champ that used propely can grant you free elo:
Yasuo; hard to counter at low lvl Zed; read above Malz: free elo atm Vayne; Hard endgame carry Lucian; Pretty broken atm Ekko, Read above Rengar; Cause oneshotting ADC from steath jump has never been so much fun

Actually yes. Pantheon is very good to solocarry ranked games. He has insane early laning, great roaming. He falls off and his kit is pretty straight forward but he has good qualities to snowball and win a game.
