I decided to uninstall LoL till Graves is fixed

And thats what he's designed to do. But it take around 20 minutes for him to get online. He has his specific strengths and weaknesses. He has a hard time providing any early game pressure thus his lanes are less likely to snowball. So the best counter to him is lots of early game pressure because he's pretty useless when behind.

Sure he's a monster when he hits 3 items, but thats when he peaks after that people are getting armor items and he has to get to that back line to utilize his burst effectively. I won't deny that hes strong but he certainly doesn't feel unfair. He has points in the game where he's very strong and points where hes weak. Is Pantheon busted because he stomps every single lane? Is Kog Maw busted because he can 1v5 a team without moving once her gets 5 items? Is Zed busted because all he has to do is get within 1000 range of a squishy and hit R in order to 1 shot them? Well yes actually. But that's besides the point. Graves definitely is strong, but all is does is output damage, he provides no utility aside from a small slow and small blind. He also does take a fair amount of skill in order to play effectively. But if you want to quit because you can't play around his strengths effectively then be my guest. Just remember it isn't Riots fault that you don't know how to play against him.
