Electrocute Ladies and Gentlemen, HEAR ME OUT

So i searched up and i found that these were actual stats of Thunderld's Decree when it first got released, and to be honest these stas would be 100% VIABLE for this meta, im maining Zed since season 5; and i rly hate getting wrecked by everyone who uses a ltrly unskilled thingy that drops about 3/4 of my hp at any stage of the game.I remember back then when if u wanted to assasinate the actual target u had to land ur skillshots (with Zed in my case) nowdays that isnt the case anymore, u can miss everything and still succesfully assasinate ur target and its frustrating to the point where i just cant deal with it anymore, i cant even play my champion cuz of how often he is banned beacause everyone can just pick it up and do well with him

V5.22 Added Tier 6 Cunning Keystone mastery with 1 rank. Hitting an enemy champion with an ability (ability damage) or basic attack (on-hit) marks them with Thunderlord's Decree for 5 seconds. At 3 stacks, the target takes 10 - 180 (based on level) (+ 20% bonus AD) (+ 10% AP) magic damage. Thunderlord's Decree can only be triggered once every 30 seconds.
