Hasn't there only been one viable support for the last two months in Overwatch? Tanks do a lot of damage in LOL for the same reason they do lots of damage in OW - they live longer and do DPS.
Overwatch is a mess compared to League. At least in League no champ is ever completely mandatory on both teams. Sure some champs are ban/first picked at extreme rates but it's never the exact same team versus the exact same team. Also Bastion. Remember when Ironclad was 35%? That's disgusting. Also Overwatch's focus on flexing and swapping heroes stops you from getting really good with one character, forcing you to flex to meet the needs of a team that just insta locked DPS. No role select and no report system at launch was a stupid design choice for Blizzard so, no. I think Riot is doing a fine job with League.
Oh, and Caitlynn does a lot more damage than someone like Cho'gath or Tahm Kench. And she does it safely instead of being right beside them. Sorry if this post got a little toxic, I had flashbacks to the tank meta in Overwatch. "Shivers at the thought of D.Va with 400 armor".

The "take armor pen" excuse is just that: an excuse. Armor penetration is easily countered by stacking health plus damage so tanks can easily outduel Marksmen. Example: Shyvana does quite well with only

tank items have armor or Mr and HP and damage item is really just damage take the almost any two same champion if one buy tank item and one buy damage items the tank is almost always going to win in a 1v1 and tank items are generally cheaper
damage item, if taken in account of critical and attack speed and damage the 3 elements acts as multipler effective with one and another, so when you have full set of damage items their dps is increase MORE that linear, tank items however involve hp and armor although hp is linearly increased armor is suffer from diminished return so tanks items increase in LESS than linear. so the longer the game going on the scale tips in favor of dedicated damage dealers compare to tanks.
however we are in a meta where games are shorter compare to previous seasons so you are seeing a lot of tank dominance in early and mid game because a lot less games actually make it in to 30-40 mins timer.
