Changing veigar's ult (attempt 2)

So people love to complain about veigar's ult, and say that it does it's job too well and also works on people that it wasn't intended to be effective against, so I figured that there we could decrease self ratio while increasing target ratio: ability no longer scales at 100% AP, but something like say 60%, while the damage scales better with target AP say 150%
