So rengar as been weak since his rework so i propose that every time he hits some one out of stealth the enemy is so unprepared for the attack that they take bonus damage equal to 8% of their max hp.
With this buff Rengar will actually be able to do what he was made to do which is assassinate targets.
what are you talking about? are you referring to the whole "i cant one shot a target with my first ultimate" kind of deal?
well no shit man, when you see clips of rengar blowing someone up instantly he is fed in those clips. When rengar gets his power spike and items he can already one shot someone, it just takes him gold to get to that point. this is why a fed rengar takes over the game. he just picks someone off, farms, picks another person off. and then comes back even strong. then can just pick someone off and blow up his near by teammates trying to come help him. rengar is quite strong right now in solo queue.
I think rengar needs no buffs whatsoever, if anything the cat needs somewhat of a rework to encourage a bit more counterplay. that is hard to do though because the most fun part of playing rengar is the ult explosion on a squishy. so if you gut that the players who love him now are going to be pretty upset, granted I don't think that should stop a rework, but still it something I'm sure riot considers. Rengar does not need buffs though, regardless of what happens.

rengar doesn't really need buffs, his damage is insane. I could see him getting a rework tho, the thing is that lategame assassins like him aren't very important in the meta currently. they have no meaning against team comps with multiple tanks, and don't have enough early game pressure against teams that win with early game snowballing.
ever since cinderhulk, champs like rengar and khazhix dropped in popularity hugely. they're both strong enough still that if you know what you're doing you can really carry, but if you don't you get pressured out by the shift in impact of tanks and juggernauts

I'm not in high enough elo to fear Rengar, but watching streams, he is frequently banned and can really hard carry a game by being able to instakill the adc. He needs to farm well and get early kills but once he has some items his combo can kill a squishy in about a second.
Rengar needs a complete rework. He may be the most binary champ in the game.

Rengar is only strong/OP when he gets fed. First off, assassins (for the most part) are supposed to suck if they arent ahead. The whole idea of assassins is to get behind enemy lines, do burst damage, then while everything is on CD, you're useless. Also, Rengar isnt OP in any way shape or form. You ever seen a Rengar do amazing in a team fight? Doubt it. Know why? Rengar cant team fight well because his kit is focused entirely on picking people out, not fighting them head-on. But if he is behind, well GG. Rengar cant do anything helpful if he is behind. He is the most assassinist assassin in the game.

The only change I'd like to see is giving him a global shout, and then remove the exclamation point from his stealth. At later stages of the game the exclamation mark serves almost no purpose because of how little time you get to react with it.
