2 votes!, not 3, to surrender in Twisted Treeline

Before you all post "No one cares/plays about Twisted Treeline" ... Wait nvm that's all anyone is going to say anyway But my argument remains the same.. If 2 out of 3 people don't want to play anymore (majority), why does 1 individual (who is usually raging) get to decide the fate of the game?
