"Ask Riot" / Twisted Treeline Surrender Vote

So about this whole "Ask Riot" thing that popped up on the client..

I wanted to ask you guys why the surrender vote requires 3 out of 3 yes votes to surrender a Twisted Treeline game, because of the lack of responses I get on the forums (I make one of these posts every two weeks, check 'em) But the problem is the whole interface doesn't work because the system automatically logs me out. If I am logged into the website prior to clicking the button, it automatically signs me out. If I am not logged into the website prior to clicking the button, it prompts me to sign in, which I do, then it immediately signs me out. So instead of using the "Ask Riot" feature, I will ask my question directly onto the forums again which is...

Why does it take 3 out of 3 votes to surrender a game in Twisted Treeline? Why does 1 single individual get to make the decision to drag the game out?
