Why does Azir's W cost mana?
The closest thing to it, Zyra's W, doesn't cost any mana. It's frankly ridiculous that it costs mana, since using it drains his tiny mana base pretty effectively :/

zyra's w doesn't do anything by itself (unless someone walks over it and then it gives vision). You can attack with the soldiers he summons.
Why does the Earth rotate? One can only guess. But seriously, can you imagine Azir being able to spawn soldiers without mana? He would be so OP. And Zyra's seeds do nothing without something else activating it, and Azir's soldiers can auto attack.
Zyra's seeds don't deal more than a lich bane per auto attack. Not even her plants deal that much damage.
Us Manaless Homo Sapiens have trouble summoning soldiers from the dust of the earth at no cost. So we use Azir's mana.
