I really want reasoning for no hard reset on ranked BS riot

Soooo The no rune pages and runes or lack of champ pool select and HOW "unfair" it would be. UMMM this is ranked im i correct? People are suppose to display there skill at what ever level. So why should people get a pre boost and not a hard reset. Cuz its rigged af and u guys are a bunch of greedy bottom of the pool scum. thanks you riot!
