Lissandra's ult should have a reduced cooldown if it doesn't go off completely.

For instance, if Lissandra tries to ult a FIzz and the Fizz troll-poles away, her ultimate should be on a reduced cooldown. Or, if Lissandra tries to self-cast her ult, and is in the process of it going off and dies, her ultimate should be on a reduced cooldown.

Same goes for Zac; His ulti has a cast time of 0.25-0.75s, but the cd starts IMMEDIATELY. You won't believe how many times I've tried to get one last CC of defiance before dying, only to die and have it go on cooldown for 100s.
