lets step away from stat stick items and start adding some more unique items
Lets have an item that decreases the casting speed of basic spells and the active could affect ultimate abilities. This would add a whole different level of complexity to the game and way of thinking. Things that seemed too slow before and would cost you your life now could be used. The active could even shutdown the passive while its off CD.
Things like this I could see could be super useful/useless/broken.
