Can we completely revert the Skarner rework?

He's in worse shape than when Scruffy took over his kit, completely murdering his lane potential, silo-ing him in the jungle where dozens of champions do what he does but better.

Oh, and let's give him a BS passive that he has to micromanage on top of the other handicaps he has...brilliant stuff.
