What HP Threshold is Urgot's Ult Intended to be?

If it scales with such-an-such, threshold could be increased, execute can be done with the enemy HP higher, etc. Or is it a fixed threshold that cannot scale?

DarkRitual1 votesIf hooked, heals that bring above 25% do not save the champion from death. There are a few things that can help, like Trynd Ult. I would imagine Kalista ulting her oathsworn out will work as well, and Taric/Kayle ults affecting them.
