I've told Riot many times, pretty much any time they send me a survey, that smurfs are the main reason why the game is inaccessible to new players in its current state. It almost seems like they're doing their best to not mention anything about it lest more people become aware of the fact that it's a thing (like with all the essence farming bots at low MMRs in some modes) but in this case I can't see how anyone can not be all too aware that it's happening when it affects them in somewhere around half their games.
Smurfs aren't a problem and aren't the reason you can't climb, period.
Smurfs will naturally climb to their own elo, and if they are trolling then they get banned.
Pre-30 smurfs aren't really a problem beyond 1-2 games because RIot's smurf detection is very, very, very good. It tracks APM, speed of purchasing items, on top of literally dozens of other things. Riot creates a player profile map over the course of many games to determine if you're playing on your own account, and that is also leveraged to ensure that solo players are not tormented by smurfs in low level games.
Smurfs in any ranked environment is unavoidable, besides, it's usually beneficial. This isn't a FPS where you are being onetapped every time you turn a corner so fast that the player whose killing you is indistinguishable from a cheater. If you save the replay and go back over it you can learn things from the smurf. How they build, how they path as jungle, how they position in lane, tons of little nuances you never imagined were possible. Back timings, partial buildings, animation cancelling, roams, vision control, lead, objective, and kill pressure, tons of things. You just need to open your mind to the possibilities. Whenever I play against another smurf I'm actually really glad. I get a challenge. Most of the time when I smurf I just chill and learn new champions. As long as they aren't logging into someone elses account it's honestly fair game because either they will play at that level, or throw the games resulting in a ban, or climb to their own elo rather quickly.
Complaining about smurfs says honestly more about you than the state of the game itself.
