At the bottom it says "Judgement can also critically strike for bonus damage". I went on practice tool and recorded this. Apparently his e doesn't crit anymore but it says it can. Also you can put it on 720P but it's automatically set to 360P idk how maybe somebody can tell me. People who say Garen's E can crit should possibly test or read now.
Mysticman891 votesLook at the damage you're doing per tick, and look at what the tooltip says you should be doing per tick. You're getting bonus damage.
It isn't showing a special crit damage pop up thing, which might be a visual bug, but the damage seems to be there all the same.
Also, I think a better method to test would be to compare a pile of IE's giving 100% crit chance, to a bunch of items totaling the same AD but with no crit chance. If theres no bonus crit damage than your dps would be the same in either case.
Alternatively, try it with <100% crit chance, so you can see the occasional difference in tick damage.

you can make a simpler experiment. spawn in a practise dummy, and spin on it while watching the numbers.
then buy 5 
(= 100% crit) and do it again. youll notice youre dealing a lot more damage per tick. the dummy should also show the dps and total damage increase. which can only come from spin crits, since you didnt modify any other stat.
NovaDisk1 votesIt crits, but it doesn't display animations for the crit numbers. If you pay close attention you'll see the damage ticks are higher when the spin crits.
