Which one is better to get 'Greater seal of % Health' or 'Greater seal of Scaling Health'?

You have to be very high health (late game tank) before % health reaches the numbers of Scaling health. It can climb higher, but when the game doesn't go that late it'll have been wasted and you'd have been playing at a disadvantage the whole time. I would personally pick Scaling over % every time.
