Why does Udyr's turtle shield scale off of AP??

It would make more sense to me if it scaled off of HP, or if not HP then i would suggest Armor and Magic Resist.

Because his kit pre-dates HP scaling.

I mean lee shield scales off ap just saying, udyr can go ap ad onhit tank and be good is why.

His W does technically scale to HP, as it recovers 2.5% to 5% of Missing HP. The shield is AP scaling, and this predates item adjustments. Triforce used to have 20 AP, and he has viable Phoenix paths.
