Player Behavior: Are player reports effective?

I've recently came back into the game after a hiatus in between seasons. I've read the DEV blogs on the upcoming changes to how reports, rewards, and incentives for positive behavior will be implemented (if you haven't, definitely check it out!).

In lieu of the Tribunal being down for so long and the dramatic changes that lay in the future, do current player reports do anything? Do legitimate reports on intentional feeding, trolling, AFKing, etc have any real consequence? I know for myself and many others that the report button acts as a cathartic release of frustration, but where do the reports go? Do the offending players receive any real form of punishment or reform?

Welcoming open discussion about my specific question as well as future player behavior changes, rewards, and more. What changes would you like to see? How would you like player reports to be handled? What has been your past experience as a positive/neutral/negative player?

I think that we've tried to get things done by only targeting toxic players, but on a free game it's easy to just create another account if it gets permabanned. I think supporting positive players helps the community overall, and they should be rewarded. How many games have you had that one player just seem to take the spot light, always pinging for this and that and really keeping the team focused and goal orientated. They keep the level head and keep pushing the team forward, and they end up getting honored by the entire team, through out multiple games. What's the problem with doing like 1 game IP boost for every 50 honors you've received? Something like that to promote positive behavior. I know when the ribbons where all around and people were getting them all the time, I felt that the community was less toxic because everyone wanted that ribbon, now I never see them, and honor just seems like a token gesture. I think we should try honey this time around.

I think we need to employ the policy of "speaking softly and carrying a big stick". Generally, in my case, when I report a troll or toxic player I'm usually too frustrated or annoyed to write up and adequate essay or sentence describing said players actions and how they ruined the game. Half of the time people just say plz report, smash that button and the either re-que or log off in rage.

I find the threat of being reported isn't enough. I've had a troll openly claim that us reporting him wouldn't do shit because it hadn't hurt him before hand and this is true. Getting reported by 4 or 5 people in 1 game won't get this guy banned or restricted and he's free to try it down the road. Trolls and toxic champs should not get away with it the first time. Preventing the crime should precede punishing it. Catching someone in the act is better than them getting a slight punishment how many days later after he's ruined several games for others.

Just my opinion but all I'll say is that when I disobeyed rules as a kid I got a good swift kick in the arse and guess what? I never fell out of line again. Riot not he other hand is like the parents who ground their kid to his room for half and hour and then he's free to screw up again.

this punishment system doesn't work. i used to be a toxic player, and i got reported a lot. now any time i get reported ever i face massive ban spells, and if i try to repeal it, what counts as "toxic" to riot is a very broad spectrum, that includes just friendly smack talk. i now cannot go into a game and say anything wihtout the fear of getting reported by either a troll or just someone who happens to be frustrated. otherwise i get slapped with even longer bans.

example; im currently banned right now and have been banned since the season started after getting 1 report in 3 weeks.

i got reported by a guy on the enemy team during my ban(i can't talk to enemy players as im chat/ranked restricted) because i had a very good game and said i did great in the after match chat logs. i fully expect because of riot's terrible punishment system, anything and everything i say that isn't 100% sunshine positivity will get looked at and i'll face another 100+ game ban from ranked.
