QOL buff for active items: Show their reduced CDs prior usage

If you have insight or ingenious hunter, they reduce the cool down of your items. I know I can just use the item to find it's cool down, but I'd appreciate having the item's CD show in the tool tip rather than it's base CD. For example, Zhonyas has a 90 second CD, but with a fully stacked ingenious hunter with insight it has a 49.5 second CD and it would be great if I could know that before I use the item.
