I'm confused about this Tahm "bugfix" in the patch notes

"Tahm Kench is no longer able to W - Devour Red Brambleback or Blue Sentinel without first stacking his passive when enemy champions are nearby" The way this is worded implies that Tahm can in fact stack his passive against Red and Blue buff and also use his W on them. I just tried this in the practice tool, but found that I could still neither stack my passive or use my W against Red and Blue. Am I misunderstanding what this bugfix was or is it something else?

It's because there was a bug where if the enemy champion was standing pretty much on the model of said buff, he could W to eat the buff instead of the champion.

The way it sounds is that an enemy champ needs to be near and you need to apply stacks on them before you can W red or blue buff. It seems a bit odd.

It just sounds like if an enemy is taking a buff you can't just walk up and take it.
