Edit: A rework could also solve the said slight camera disadvantage of red team by making it on a horizontal plane rather than a diagonal
There was talk about replacing rift herald and bringing more attention to the top side of the map to help bring some of the focus away from bot. I don't think reworking the entire map is necessary, just some tweaks to make bot less of a target.
We need more big maps with different strategies that rotate every few months. A rework will make the game fresh for a month until the most optimal strategy is found, then it will be the same...

The new BloodMoonMap (which is very cool) just turned, again, into some temporal "fun map".
With some new views we could get a jungle map where rengar and Kha belong to, some Zaun or Piltover Map with some bigger structures etc more easy.
How would recreating the map from scratch make it easier to solve the problems you see with it?
Your issue is basically that all the early objectives are in the bot side which causes teams to all fight over them in the early game with little variety, but that isn't something that's inherent to the map. In previous seasons we saw the polar opposite turn of events: The Lane Swap/Tower Trade Meta. That meta was just as stagnant in terms of team strategy in the early game (push down tower, swap lanes, push down tower) except there weren't even fights over objectives because each team was on polar opposite sides of the map.
We already know the current map can have both sides of the coin. What's the perfect meta you envision and why isn't the current map capable of achieving it?
2 lanes with a dragon in the middle of the lake, no JG. 2 vs 2 lanes (4 players total). All problems solved.
