Viktor Top is too oppressive

For startes this may sound like I'm venting but thats because I AM. Viktor Top is waaaaaay too oppressive. They either run klepto or glacial and max Q, rush Q upgrade and start with curruption. They Q spam you to oblivian, dont take minion harrass due to shield, never run out of mana, nearly impossible to trade against due to shield + iceborn/glacial slow+ 30% MS from Q upgrade+W slow/stun + curruption pot +timewarp + Klepto consumables + biscuits +ninja tabi. GL breaking the shield when at lvl9 with iceborn and ninja tabi finished they have 135 Armor...Ive played against it twice in a row, both times made me want to smash my face in the keyboard. Due to passive mana from item + dark seal/ curruption potion they can spam Q for eternity on a rediculously low CD. Q CD is a 8-4s scaling with lvl. they rush iceborn which puts it on a 3.2 sec CD, the MS alone lasts for 2.5 secs. with iceborn and archangel staff puts it on a 2.3 sec CD and they get an ungodly shield due to mana scaling and infinite haste of 30% MS. Its worse than teemo at his prime easily. In fact I cant think of anything in all the years ive played league that was anywhere near as oppressive as this. He can easily oppress almost any top laner right now ( teemo, aatrox, urgot, camille, gnar, gangplank, jayce, kennen, olaf, poppy, rumble, singed, trundle, wukong, and literally ANY TANK / juggernaut) Its honestly too disgusting and too safe/effective. Not fun to play against on almost anyone, even the few that might stand a fighting chance such as riven or irelia.

Now that we've established how his early game is impossible to deal with, lets see how it scales a little bit into the mid game. Lets say for instance viktor has archangel/iceborn/dark seal (no stacks) and is lvl 13 with 2 hex core upgrades with 4 biscuits for 160 mana, and finally lets say AA staff is half charged at 375 mana bonus. This puts viktor at 2743 mana and 192 AP. Meaning a 2.3 sec CD on Q that shields 351(mana) + 46 (AP) = 397 damage. and deals 280 (base) + 173 (AP) + 170 (auto+sheen) = 623 damage. None of these calculations are even including Gathering storms or celerity's bonus AP (which incase you were wondering is 16 from celerity (while hasted from Q and timewarp) +24 from GS (20mins)= 40AP. Or even the 25 AP from travel sized elixer of sorcery which mind you is almost always on.

Viktors Q with said conditions which are pretty forgiving with only half charge AA staff and no DS stacks. and mind you this is significantly earlier than he should get these items anyways due to very high gold income from klepto, his Q at this point would be as follows.

Q - 623 dmg , 397 shield, 30% bonus MS for 2.5 secs. CD 2.3 secs. mana cost 65. Seems fairly strong for the mid-game considering viktor only has 1500hp at lvl 13. and thats only his Q obviously.

Ideas to stop klepto Q rush viktor top from oppressing the lane (if you have your own ideas / opinions by all means please comment)

Lower mana ratio on Q shield and buff AP ratio on Q shield. Making things like iceborn gauntlet significantly less effective at increasing is overall defense. increase the CD/mana cost of Q significantly while buffing CD/mana cost of E making the laser more consistent and the Q less so. Perhaps making the slow effect from ranged attacks on iceborn non-existent which again would nerf tanky viktor top significantly and almost no ranged champs build iceborn anyways albeit thresh perhaps and it isnt common at all. Perhaps Changing the movement speed buff on his Q upgrade to when he auto attacks as opposed to right when he casts it so that he cant just immediately and easily chase you down for the zap dmg as easily in lane or changing it from MS to something else entirely so that he cant just easily kite/chase just about anyone he wants considering he can be very easily PERMA HASTED
