How do I deal with Tahm?

Hi, I'm S2 right now and i feel like if the other team picks Tahm there is very little counter play to him. In general I have no idea what to do other than try not to feed him early. Any help is appreciated. Also i main top so usually I'm playing bruiser champs and not really tanks.
