Dodge penalty for one dodge

I have been leveling up a new account and have dealt with a lot of trolls in blind pick (no one has enough champs for draft) and it seems like i always call my role, proceed to pick my champ, in this example gp top, just to have someone lock a champ and call my lane after, I tell them that I called and picked that lane first so it is my lane, and then ask kindly to go to another lane, only for them to flame me and say I am going to get banned for harassment (lol). So my question is, why do you get a dodge penalty for one dodge? Wouldn't it make for sense after the third or forth dodge to show that they are intentionally dodging? If I go into champ select knowing I am going to have a horrible 20-50 minutes because of a troll why am I punished? I think that there should be a dodge penalty after a certain point, and seeing as it is called a penalty that means it is punishment for something bad, but is leaving a game you know you are going to do poorly in because of a troll, or a toxic team, really a bad thing? You are punished because you dodge the queue and waste the time of 9 other people. There are countless people on bord complaining about how long it takes to get into a game, because of people dodging queue or remakes. And this penalty is justified, because if the penalty was lowered a lot more people would dodge queue.
