Worst as in actually not good and he won't win games, or worst as in annoying to deal with? Because he seems plenty strong to me.

Shows you don't know him at all. He can tank 3 turret shots at lvl 1. As a JG by lvl 6 he's diving anybody at 1/2 hp.
