The point of Fizz being able to be untargetable is because he is an ASSASSIN. He is supposed to have the ability to jump onto you, kill you, then get away. That is the point of his E, to allow him to get away or to get into position without receiving damage to be able to kill you. You might not like it, but its the way he is designed to be played.
It's a double dash, it makes him untargetable, slows everything in the area of impact, has like half the cooldown of the next invul spell AND deals heavy damage.

Hell, Vlad's pool needs about 40 minutes to start dealing noticeable damage.
In all honesty it doesn't make sense why his jump does make him invulnerable while every champion with a jump other than him are prone to skill shots and targeted abilities and are never invulnerable. The only in-vulnerabilities other than fizz (that I can think off so late.) use their ultimate's to become invulnerable (Kayle ult, poppy ult, bard ult, Kalista Ult) other than vlad who I mean it's vlad no one remembers that guy. I'm probably forgetting other champs that make them invulnerable in their basic kits. I mean technically sivir E but that has to be timed well and doesn't make her completely invulnerable.

Before Fizz, jumps in general were just considered dashes that have a vertical animation. There is no Z axis in League, so there is no actual vertical travel.
Fizz was designed with a dash that makes him untargetable for just under a second. Which is a defense mechanism fitting to an assassin.

I don't mind him being untargetable during his jump - I mind him being able to smite during it. That shouldn't be a thing. /angryeyes
