Does Riot have any plans to balance this game to a point where the majority of champions are viable?

I'm aware of the controversy around champions being in and out of the meta. I'm curious as to what Riot's outlook of League of Legends is. Do these bi-weekly(correct me if I am wrong) patches happen in hopes of moving the game towards a point where most of the champions are on equal ground? I have no idea what I'm talking about when it comes to numbers, but would it be wishful thinking to want to see a game based on strategy? There are definitely enough champions for varying strategies, and I think a lot of people can agree that more champions seeing play is a good thing.

Are these patches just to make changes just for the sake of change? What do you guys think?

All champions are viable if you know how to play them.

...and then there's Aatrox...

nah but seriously you can find Urgot mains in diamond... champions are relatively well balanced. Skill > Champion

The vast majority of champions are viable. I think you're confusing 'viable' with 'top-tier'. Most champions can, with a bit of practice, be taken to high ranks. That is viability. Now, some champions are much much easier to do this with than others. That is balance.

Viable in competitive? Wouldn't really be realistic.

As for everyone else, most champions are already viable. Viable just means that you can play it with a reasonable amount of success if you're good enough; not that it's at the top of the meta. Only champions who got completely dumpstered aren't actually viable.

Its a lofty dream that is really only achieved when no more champions are being released or need updating.

Almost every champion is viable. By definition, not every champ can be top tier as that would mean 'every champion is among the strongest champions'. Not only is it not a realistic goal to aim for, its not even really one you'd want to aim for since the compromises necessary for such a thing (making all champions very similar in all ways except lore and appearance) would make the game very boring.
