buying elixir

So recently I;ve been playing top lane and a build guide I was reading was going through the different elixirs they have in the game and I wanted clarifications on when these things are worth buying, if at all. and when and which one I should be buying. elixir of wrath and the elixir of iron. I appreciate the help
