Why does it scale off AP?

Riot doesn't want it scaling off of AD for balance reasons, and they REALLY don't like abilities with no form of scaling at all (there are only a couple in the game). Thus, an AP scaling.
There was a time when Riot had standards about balance. There are rumors that some champs could be built either AP or AD depending on how you wanted to play them. Champs used to not be pigeonholed into building certain things and it was accepted!(granted, J4 was never accepted as an ap guy)
