Can we talk about ability tooltips?

I was browsing /r/leagueoflegends top posts and stumbled upon this gem. We've had everything except Death Recap upgraded for clarity and easy access, except for the ability tooltips. Aside from tooltips that may require better wording or cleanup, this post makes an excellent proposal for how tooltips should be. This way it is much easier to calculate your damage, as it displays the final sum and the base+scaling at the bottom. Also, it is very important that all the scalings are displayed when you have a point to spend, so you can choose which spell is more important by taking a glance instead of looking it up the wikia. So why are we still stuck with those very old, messy tooltips and still haven't had an update for them?
