Can we do something about Singed/Quasus?

These two are the most obnoxious things in the game right now.

I'm really tired of seeing them all the time, because they basically ensure a few things: A) I am not allowed to leave top without TP up, and B) I need jungle and/or mid to gank them non-stop. And the hell of it is, it accomplishes nothing on either side. If I succeed in killing them, all I've done is buy myself a minute or two of rest from the non-stop push, and a pittance of gold because their bounty is awful. And in my experience this "strategy" doesn't even work, they might get my second tower down eventually if they're just that fucking dedicated. But it doesn't stop the fact that as a top laner I have no choice but to shoo them away every few minutes.

It's incredibly frustrating, and honestly I'm sick of it. I'm also sick of Singed/Quasus players BMing all game because they hit their "press R to not die" buttons. II almost miss playing against Riven/Darius because I actually think Singed/Quasus players are even more toxic.

Why can't these two fall off when they feed? That's the main issue here is that they will still be just as much of a pushing bot regardless of their actual score. It is literally a no-skill-required way to play.
