Is extremely mixed elo play fair
When I play normals we get ranges of players on both teams from Plat to bronze. It really depends on the quality of the bronze fighting the plat, if he will sit under his tower or feed the plat like hell,

i would say no... its equally unfair to both sides but since same kinda thing hold true for dynamic que. i don't expect riot to care.
