Nocturne undervalued or underpowered?

Currently boasting a win rate of just over 47% and a play rate of 1% Nocturne has found himself in a awkward spot. I've come up with multiple reasons for this from not just the current meta but also with how Riot seems like they want to handle the game as a whole. With this discussion I want to go over the reasons why our spooky friend is in his current position.

A little about Nocturnes kit Nocturne is a assassin jungle that boasts an above average clear time and has a strong early 1v1 against many early game junglers. He has an interesting and unique semi-global ultimate that lets him gank from far distances once he reaches level 6. Nocturne also has decent jungle sustain allowing him to remain present without having to back allowing him to gain a gold and experience advantage as well early game gank opportunities.

Nocturnes biggest advantages As I stated above Nocturnes' bread and butter is in the early game with his clear time and sustain making him an early game threat. Nocturne also excels at getting to the back line and killing off high priority targets such as immobile targets such as KogMaw,Twitch, Nidalee. With this ability to kill off high priority targets and catching out over extended laners Nocturne then uses this player advantages to take objectives and push out lanes to create map pressure.

Nocturnes biggest disadvantages Nocturne has just as many disadvantages as he has advantages. While Nocturne has the ability to get to the back line he can quickly find himself unable to do anything due many high contested picks sporting either defensive i.e Lulu ultimate or Braum ult, while Nocturnes' W can help him in some situations but for the most part he finds popping a few ults but unable to converge on a winning fight. Another weak point for our friendly Casper the ghost is his lack of CC, his E is a single target unreliable CC spell. This makes his teamfighting lackluster and unable to CC multiple targets such as other high priority junglers such as Sejuani,JarvanIV,Zac

Looking forward & possible fixes As it currently stands again nocturne is sitting at a 47% winrate and a 1% play rate. With the current buffs to Nunu a relatively hard counter to Nocturne due to Nocturne relying heavily on farming to reach level 6 as soon as he can things do not look good for nocturne. I believe the best possible fix for nocturne is a mini-rework that can breath a bit of life into his kit. Just simply put Nocturne has not aged as well as other champions and the idea of a shadow sneaky assassin has been reused on both Kayn and Zed leaving Nocturne's kit personally leaving a stale taste in my mouth. I think they have a very interesting champion with Nocturne but I feel like he has been abandoned and forgotten by the balance team.

He got really bad in the preseason for some reason. Before that he was perfectly fine with around a 50% winrate. It might Just be the lack of AS in jungle though because you cant run Domination (which I ran thunder-lords) and have AS runes anymore.

Also something else might be the current jungle is really tank and he is kind of bad Vs WW, Shiv, and Sej. Its a bad meta for him for sure.

Niche pick that can decimate immobile targets that need to be defended. In the right hands, he's straight up terrifying. Would be nervous about any buffs.

Would like to see some power taken OUT of his ultimate and spread around his kit, to make him slightly less Niche - a bit more generalist.
