idea to make level 30s going into lower level games fun for everyone

As a lower level player i'm finding that almost every game there are level 30 accounts that join a group with lower level players and go into lower level games. As the last player of the group I joined league with I think something needs to be done to change this. The early game advantages of a level 30 account are very difficult to overcome especially by us newer players, and when all you can really do is helplessly watch as someone just snowballs the game is no longer fun to play. Before anyone starts flaming about just playing with my friend , if the level 30s rune pages got locked out and their mastery pages were reduced to the lowest level player in the groups mastery pages it wouldn't matter, they can still play with their friends. Or in the very least during champ select let the other team know there are level 30s grouped and give us an option to leave the game without penalty. I joined league of legends with 6 other players and i'm the last one left because the others got tired of getting run over by these much higher level accounts and just left, if Riot has any intention of keeping new player something should be done to make sure the game is enjoyable for all players.
