Anyways, for your question, my thoughts are:
takes to long to dominate games and by the time he gets farmed, you rely on the rest of your team to have held their lanes and not fed the other ADC/APCs to the point you can't overcome them. The challenge in solo-q is to carry your teammates BEFORE they have the opportunity to make too many errors. Because of that, Early/Midgame champions are good picks to master and do well with (here comes
).
Even though we're in the Tank Meta League of Lategame, by picking a champion with a good early/mid game, you can swing the game into your team's favor from the START, rather than relying on the other team to make a mistake.
In
's case, Once you get a Brutalizer and Lvl 6, you can gank mid lane every time your ult is up (without neglecting your lane and allowing your lane enemy to get fed). The more pressure you put on everyone else, the easier it is for the 4 other people around you to do well. Burning flashes makes your team more powerful and acts as an amplifier to your jungler's effectiveness (he can gank more reliably because the enemy doesn't have that extra escape), and you should aim to generally waste all the resources a team has available to them.
For
mid lane Ult ganks, determine whether or not the enemy mid is blind. If yes, ult on their face in the direction you think they're going to go (>50% flash burn in low elo games if they're focused on CSing). If not blind, wait until your mid laner starts 1v1ing them, then Ult along the person-who-you-think-is-losing's retreat path. Congrats! If you got them with the ult and/or stun, you may have just won your mid's lane or earned your jungler a kill in the next couple mins by burning a flash.
Gangplank is a champ that scales horribly with levels. HIs lv. 1 is awesome. He has a permaslow (passive), a nice DoT (passive) and an autoattack reset on a very low cooldown (Q). If you have

After that he swiftly scales off level by level since other toplaners gain 1v1 tools and damage spells whereas he gets a clanse+heal and a weak AoE steroid. At lv. 6, where Darius gets his true damage nuke, Riven gets her execute, Jax gets his 1v1 uber-steroid and so-on, he gets a global AoE slow+weak magic damage ult.
His Q, though, applies on-hit effects (
are the most important I guess) and can critically strike. Because of this, you can build a wide variety of items and he'll use most of their stats. The main items you'd want on him, though, are:

He doesn't need boots, since he reaches 417 MS with Trinity, Shivv and rank 5 E. It's up to you to decide which of these items to build. The first 4 are CORE, the last 4 are situational. If you have a tank and other focus-worthy allies, you can go full glass cannon (
is a rival of Youmuu and I haven't decided yet which is better) althugh I still suggest buying a defensive item. Otherwise, it's better to have two defensive items and be a full-fledged frontliner (you are very far from being a tank, though).
There are many things to say on Gangplank. He's a champ that requires next to no skills in terms of mechanics, but a very deep knowledge of the game, of GP's strengths and weakenesses as well as of those of your enemy laners. I'd write a guide about him but his rework is incoming so I'll wait 'till then.
As a summary, Pantheon is an early to mid game champ, with strong bullying and 1v1 potential in lane, average splitpush and situational teamfight capability (if your opponents are free to move, your ult is useless; that doesn't appen, though, when there's a fight over objectives or if your team has hard CC engage).
GP is average in all phases of the game. He's strong lv. 1 but quickly falls off and relies on items to be effective. He's not the best splitpusher since he has no escapes except his W and not the best teamfighter since he has only single target damage (the ult is nice but not that damaging unless enemies stay inside it for the whole duration). It's not nice that, although he's very fun to play, he's not that strong of a pick (since most toplaners have CC, tankyness, waveclear and/or mobility, whereas he has none).
I like both, pantheon is stronger atm though. Gangplank is really fun though imo.
Pantheon, imo. Very few bad matchups and bullies HARD. Gangplank is rather obsolete at the moment, but is getting a rework soon.
I find Gangplank more fun. Also, he is close to getting reworked so you should check him out before that. Shouldn't be long before it's on PBE.
I main both. although I mostly play Pantheon jungler instead of toplane.
Pantheon is very oppressive in lane as he's a very strong early/mid game duelist (passive op), has strong poke (Q) and a gap-closer with in-built hard-CC. He has hard roaming potential thanks to his ultimate, that is also an excellent form of objective control and teamfight gamebreaker.
On the other hand he has no form of sustain, he's very mana hungry and has no escapes (you may use your W Leap on an enemy minion behind you but that's very situational) so that you need a costant stream of wards to succesfully bully your opponents. His lack of escapes is also what makes his glass cannon build very problematic. His E, which is his strongest form of damage, can be interrupted by CC. Being interrupted in a teamfight is a very unhappy happening.
He's hard countered by armor (health is very effective too since Panth has no %health damage in his kit and
is kinda useless on him).
His damage scales with AD, CDR and Armor Penetration and is the archetype of the AD Caster (an AD champion whose primary source of damage is skills). AD Caster itemization right now sucks since Brutalizer, the epitome item of AD Casters, can only be upgraded into Youmuu Ghostblade, that is more of an autoattackers' thing.

The first allows you to deal tons of damage and fully exploit his crazy AP ratios while giving you some form of defence for your all-inns. It eases lane pushing and allows you to 100-0 most squishyes with a full combo (Q-W-AA-Hydra-E-Q). The second aims at having you in the midst of the teamfights shredding armor with your E and the passive of Black Cleaver.

Pantheon or Gangplank?
Pantheon is an aggressive lane bully and early to mid game champ. He focuses on beating the shit out of his opponent and using his ult for easy roaming to snowball other lanes. He falls off pretty hard late game though.
I've never played GP, but from what I understand he's mostly a passive laner who farms and accumulates gold (which he is really good at), who becomes a monster when enough of his build is finished. Critplank's damage is very respectable.
So idk. Pantheon is fun though, so I'd recommend him.
