Lost -3 LP when ranked queue was disabled, will I get LP refunded?

I was in a ranked queue champion select and I ended up not being able to lock in a champ. Then the countdown went to 0, stayed there for a few seconds, then I received 5 minute ban and also have -3 LP. Can I get my LP refunded?

I sure hope so because they just disabled Ranked queues due to server issues. I'd submit a Support Ticket immediately.
