Why does Mordekaiser still has little power in the game?

When I play a game as Mordekaiser I feel like nothing has improved since his "rework." His movement speed got nerfed into the ground so now his slowness makes him even easier to gank. Also, when laning by yourself you lose a ability, Harvester of sorrow, that he desperately needs. His laning is beyond weak by himself, and keep in mind that riot said he should have no problem with a solo lane, without the ability to heal himself and reduction to his his ability to widdle an enemy down from a safe distance. Not to mention his shield passive is also less useful due to how low it is without a health item which he usually doesn't build until he has a damage item or two. Morde always had potential before the rework to be a decent champion and the same can be said now, if they improve his laning phase when he is alone, he could be viable in more games if he didn't need the stars to alight just right for him to do good.
