Not really. He's decent because of his W. Q only helps if your opponents don't know how to kite, build improperly, or used their cooldowns on farming. A ranged opponent who knows the matchup will require you to use flash just to get on top of them, excluding jungle help of course.

Garen's W gives bonus resistances, with it's active giving 30% damage reduction for the duration. This skill alone is why Garen can survive until his mid game power spike without completely falling behind. Whether he gets to use it fully depends on what ranged opponent he has top lane, and how skilled they are at fighting a melee champion.
