A vent on champ select and toxicity

I've seen some other threads related to this bans/champ-select/toxicity, so I had to vent it:

Was in a RANKED (my placements) game in champ select yesterday. I announced I'd be Hecarim. Our support bans Hecarim. When I politely thank him for that kind ban of my champ, he tells me he is going jungle. GREAT, I think. But whatever, I swallow my pride and pick a support since he told me he was going jungle (even though I was mad at myself for "giving in" to his BS tactic, I told myself it was for the sake of the team and it was a ranked game so I didn't want it to get all toxic).

It gets to his selection, and he picks lulu. Saying, "Oh, I changed my mind." WTF. So, with 10 seconds left until the game starts, I dodge and have to eat that penalty. UUUUGHHHH. So frustrating. He did all of the following BS:

1. Ban my champ
2. Say he is taking my lane
3. When I'm incredibly nice to him and agree, he flames me and,
4. Picks sup anyway so we have no jungle

I, on the other hand:

1. Only treated him with respect
2. Took support for him even after he screwed me and then 3) literally took one for the team by dodging after we had no jungler

Then, I get punished and he gets another champ select and I have NO WAY of reporting his behavior.

Not sure what else I could have done and there's nothing I can do now, it was just so frustrating.

Wish there was a maturity/decency test before the game is allowed to download to your computer...
