How Lissandra should be.

This is my perfect Lissandra

Passive: abilities CDR refresh for a % based on enemy champions CC. example; you E into the enemy and teleport. You Q them, that just reduced the CDR of your E by a %. Also for every enemy champ that is affected by her abilities her mana regen increases by a % for so many seconds.

Q: stays the same

W: stays the same but with added effect: if it roots a champion Lissandra gains % of movement speed for 1.5 seconds based on champions rooted.

E stays the same however champions caught at the end of the claw are rooted.

R: basically the same but with added effects. Cast on champion does damage over time. You can choose to cast again causing the ice to shatter off the enemy shredding their magic resist by a % for a short period of time and causing damage within the circle to other enemies or. Cast on yourself, at the end of the ult you are granted bonus mr and armor or recast on self to shatter the ice to do additional damage to the enemy but shred your armor and magic resistance for a short period of time.

Imo, all Lissandra needs is a Projectile speed increase on her E, and 2 seconds shaved off the base cooldown of it from level 1-5.

No other champ has a 24 -12 base second cooldown on their only mobility skill, and can walk 2/3 of the distance of that mobility skill before they can actually use it. (if you are using move speed gear you can almost entirely outrun it).

E's severely "nonexistent" utility is why Lissandra is never played. It forces her to pretty much stay back, play safe, and attempt to do Q damage without getting hit because of its low range. If you E in somewhere, you're usually dead. If you save it as an escape, you're usually dead. If you use it as a wave clear/poke skill, but don't blink.... it's just a weak wave clear skill.

I mean..... look what Yasuo can do versus what Lissandra can do:

Yasuo: Spammable line of sight Q with about the same range as Lissandra's Q. Yasuo's can also knockup, and lead to utility for his ult. Damage output is about up to 800 Lissandra: Gets a meager slow on Q, also short range. dDamage output is lucky to get over 400, even with full build.

W: Wind wall: Blocks all projectiles. Different skill. Lissandra: Roots in a ring around her, forcing herself to be exposed on a champ that really has no tankiness.

E: Yasuo: Almost instant reset dashes that can mobilize him constantly as long as there's a minion wave, etc. Lissandra: 24-6.6 Second cooldown, extremely delayed, one use.

R: R is very similar for both Lissandra and Yasuo: Yasuo: Does significant damage, knocks up, brings Yasuo to his targets, and gives 50% Bonus Armor Pen. Lissandra: Can either target self or an opponent. Either way: Large damage aoe, Disable, and generally puts Lissandra in the middle. CAN heal Lissandra.

Yasuo is almost just a better.... AD based ..... Lissandra.

But the witch queen of the frozen tundra doesn't sound like the kind of character who moves around everywhere and spams attacks.

That is why her old passive wasn't retooled into her kit, because it was at odds with her character.
