Cheaper Runes?

So I'm level 30, Silver 3, and I've played League for a long time, yet I still find that I don't own that many champions and I still don't own that many runes. It's really hard to grind IP and I want to restructure one of my rune pages to have a tank page, so I want health regen quints, but.. they're 2050 IP each . I know Riot reduced a lot of prices for runes, cut out tier 1 runes, and made all the tier 2 runes 1 IP each, and I appreciate that, but I still don't understand why I have to grind so many games just to have some basic health regen. I don't know how many of you agree with me, but I just thought that if anyone does I could say it and maybe Rito would notice
