Does cheap shot apply with graves smokescreen near-sight?

The vision loss doesn't count, but the slow from it does. As long as you damage them afterwards, it will proc. Cheap shot requires damage to be dealt after the enemy has been impaired. Graves smokescreen does damage as it lands; same time it applies the slow, so youll need to hit them with something after you use it.
