A possible fix for Garen
One of the most common complaints about Garen right now is that he can still be semi-tanky because of his W despite going full damage. So my proposal was to make it so instead of granting static armor and magic resist per stack, it instead grants bonus armor and magic resist. And if that's still not enough, then make it so its active doesnt give damage reduction, but instead amplifies that bonus armor+magic resist multiplicatively, so Garen has to actually build tank items to get any use of the ability at all. Of course the math might be hard to get right at the start, but I think the payoff would be worth it.
