Adding a small amount of damage to her Q will help her last-hit minions she dashes to, which could make dash-resets more consistent when jumping between minions. It seems like an unnecessary buff and I really hope it doesn't go through.
Irelia is one of my favourite top laners and I would really rather not see this buff make her pick/ban (when people rediscover how strong she can be) only to get nerfed elsewhere a couple patches later.

I will say that the reduced mana cost on Q will be nice since going OOM is fairly common especially in bad matchups where you have to use Q to farm. This is a clear buff and any Irelia player would likely agree.
Beyond the mana cost it will make Irelia getting a Ghostblade or other AD item a slightly more attractive option.
Remember that Q is not being used every second on the same target so it is not a huge boost to Irelia's assassination potential. At 200 AD it is another 40 damage every 2.4 seconds when having max CDR. It will be nice but not likely to brake the game.
This might however result in more people doing the Q max option. It has not been super popular since players like Irelia Carries U haven't done it a ton but it can be effective. It is also somethign that does not really start showing it's effectiveness until rank 9 and having a fair ammount of CDR but it is something that might start happening more.
I don't know if the Q damage is going to be a hugh buff or a meh buff but it might just be enough to counteract the reduced damage Irelia has after the trinity changes.

The mana cost would help her early laning since she can CS for longer, but other than that I don't really get it.
This is a large buff to her laning phase, trades wise.
