Couldn't they lower damage on his abilities and make it so his r amplifies the damage so that it makes 
kit revolve around using his r rather than just safely dealing loads of damage with practically no down sides?
That wouldnt work well. Fizz has way more mobility without his ult and way more damage in his skills than zed does. That would actually be too large of a nerf to zed when you Qss like you should be doing as he now loses the damage amp too.
That was his original design but things change i guess.
i think there are too many champions have that damage amplification mechanic. zed's unique. the problem is that. all his abilities are nukes that it doesn't matter how he does what he does. all he needs to do is land an ult and spam his kit when he lands behind you. with that passive auto proc. and any squishie is dead.
Zed already is VERY ult dependent, this would ruin him
